HELP! Civic wire harness for radio, no power? Cig lighter still works...?

Ok im baffled, i hooked my radio up to the stock wire harness, and there was no power. So i checked the underdash fuse, it was fine, and in the engine bay fusebox there were no blown fuses.
Hooking the headunit directly to the battery works, so i know the unit is good. If I touch the + and ground wires from the civic harness together there is no spark.. aka no power.
What is causing this? Is there a fuse somewhere i havent checked? I though that the radio harness was on the same circuit as the cig lighter and since the cig lighter works im baffled as to why the radio harness doesnt.
Please help! I want music!

it happened in my moms accord. it turned out to be the fuse under the hood.
edit: i just realized that that info is irrelevant, so free bump =P

Umm, check backup fuse in the engine bay. There's also a separate ground for the radio. When I did my dash swap, I unhooked the wire located behind the cluster that clips to the dash support. That wire was for the radio. I hooked it back up and it worked.
