you will definately need the ex ecu, and you can get away with running just the vtec wires, do a search and you should be able to find the right pin outs.

You’ll need to run the blue wire (or whichever color is from the plug) to pin D6, and then run the black ground wire from the plug to anywhere on the motor. You then need to run the green wire from the VTEC solenoid to pin A4.
if ur using a 4 wires o2 sensor u will need to run that into the p28 ecu as well. cuz the p28 read 4 wires o2 instead of 1 wires like the p08
