Same thing happened to me but i figured out that it was my cruise control switch. I swapped my steering wheel with the jspec one and had to move my cruise. Whenever the cruise control isn't plugged in the horn works. viceversa. i have a 93 si.

do you have a SRS light on?
It could also be a cable reel problem in your steering column.

the srs light is on but that is only because i put a Si steering wheel on , but that was months ago , i ran the car without the airbag in to make sure i had the splines lined up, and i haven't gotten the light reset yet

I have the same problem. My car got stolen and i got it back. They had to replace the steering colum and now my horn dont work so i use the finger now and some water baloons. Im just going to turn it into a 2stage ingition button. Horns are over rated anyways. Good luck.
