Default CEL sometimes blinks at idle, jumper not connected

I just rebuilt my b18c1 with pr3 pistons and a built head. I'm running my obd2 ecu with a test pipe, so i know i have code 65, that is why the check engine light is on. But sometimes when I'm stopped, the CEL would start blinking without the service connecter connected, why would it do this?

it stays on because i dont have my secondary o2 sensor on, but sometimes at a stop it would start blinking
