Default 99' integra GSR timing belt help

I am trying to change my timing belt, however, I seem to have some problem getting the tension correct. It ends up too loose and everytime I try to install it moves the cam sprockets off the TDC Can anyone who is experienced give me some clever tips on how to change this bad boy effectivly, that is, getting the proper tension and not moving the sprockets? Any advise is appreciated. Thank you.

When both cams are in TDC, there should be holes on top of the camshafts. These holes are used to lock down the cam shafts. Use a nail or bolt to lock them down before installing the belt. When your done, don't for get to take out the nail or bolt.
