Isn't there a manual idle adjusting screw (bolt) on the TB? My d16 has it, and I'm pretty sure that most hondas also have it.

a vacuum leak will cause the idle to go up

not 100% sure on this but if your motor is a obd0 it has a cold idle vacum valve on the front of the intake mani that could have something to do with it.

aright i got vtec on a switch and when the car is cold and i flick it on it sounds like a mad ******* wild cam... check your wiring or unplug the vtec solinoid wire its the green clip on the exhaust cam by the distributor.

i dont know why it would do that but it sounds like the vtec is on when its cold. also try unplugging your idle air controll ( its on the back of the intake mani ) and adjust the idle screw on the thorttle body ( screw it in to lower screw it out to raise ).

also make shure you do it when its cold to check if it makes a difference
