Default Cooling problem

I have a 91 Integra and It heats up way to hot. While it is doing this I turn the heat on it is cold. No heat in my vents while it is over heating. Mostly happens when I am in stop and go traffic. Just changed the thermostat, water pump, and radiator. What else can cause this? PS No fluid leaks in my system

Is there anything in your cooling system that controls it other then thermostat, water pump, and radiator/ fan?
