which one would you guys recommend for boost up to 20psi in a '94 LS?

my delta gate boost spikes at only 6 psi

How much boost can the 35mm tial take?

you could use the 35mm upto about 400hp. Anything more then that you should be running a 40mm.

You have your choice of springs. Most places stock only one or two spring rates but more are available. Here is what you can choose: .3bar, .4bar, .6bar, .8bar, .95bar, 1.1bar, 1.35bar, 1.5bar......those are for the 35mm wastegate. The choices for the 40mm wastegate are .3bar, .4bar, .6bar, .8bar, .9bar, 1.0bar, 1.1bar, 1.2bar, 1.3bar, 1.4bar, 1.5bar, 1.6bar.
