Default CEL stays on in a Civic w/ a b18b

Don't know if this is a repost, but if it is, any links to help me find the solution!

It's not my car, but a friends!

What could it be? At first he told me that it turned on when he was driving....then his car started to struggle.....putt putt! Then the car died and would not crank over whenever he turns the key what so ever! I know it could be anything? But then why would the Check Engine light be on?? Something to do with the fuel system??

Also that thw fuel pump doesn't prime when the key is switched to the on position. But the CEL is on though!

Any advice?

check the grounds, and even if something is connected the gound could still be bad which is what happened to me last week with the chassis to tranny ground

Alright so i'm pretty sure I don't have any voltage running to the fuel pump. And i'm very sure that it's not the main relay cuz it's brand new. So I'm fresh outta ideas!

It'd be my car that he's speaking of. Sucks not having access to the internet.

Anyways, I need help really badly cause I don't want to have to bring it to a shop to get it fixed and I need the car for work.

So I have no idea what the hell is wrong with the car cause the CEL just stays on and when I try to pull the codes (jumping the grey service plug) the CEL still stays on!

Now, I took a circuit tester and jumped terminals 5 and 7 on the connector for the main relay with the key in the ON position and the circuit tester doesn't come on.

With that situation, the Haynes manual (my helms is on a disc and I don't really have a computer right now so don't bug me) said to check my number 2 fuse. Which one is that one? The back-up fuse? Cause that one looks fine to me.

I checked all sensors visible and nothing seems wrong.

I opened up the ECU to see if something seems wrong. Nothing
Grounds seem okay as well.

So if you guys have suggestions, I'm open to them. This is pissing me off
