Default Burning oil, compression test shows rings are bad... $$$ where to spend $$$

Hey, totally new to Honda's here, bought this car (91' civic si) which is mostly stock except for full stainless exhaust, coilovers, and intake.

I figure i'm going to rebuild some engine or another. I already have 2 spare stock engines (both of which run, but one with well over 300k and other was in accident, so don't trust them without rebuild). I assume this stock motor is pretty basic... maybe not even worth rebuilding. What's the best (and CHEAPEST) motor to plop in there? (it's gotta be real easy) (writeups?)

The motor in it burns lots of oil when i get on the gas, and compression increases each revolution until it reaches about 200 on the rictor scale (psi?). I'm considering replacing the rings (about 200 bucks i guess) and just keep on getting it (commuter car).
If i go with new rings is advanced autoparts parts good enough (i doubt it) or Napa, or other???
My Hayne's manual doesn't say... would i need new head bolts/studs?

Other than that the car is pretty cherry.. and it was cheap. ideas?

(and yes i did search)

cheapest and easiest would be to drop another d16 in there, maybe do a mini me.

others will tell you to do a zc and some will tell you to do a b 16.

depends on how much you got to spend.

from what i understand all the swaps are pretty much straight forward.

Got it all apart (i've been busy). The oil rings looked better than i expected, and there was less carbon on the sides of the pistons than expected. Are the oil rings supposed to be as large (by diameter) as the compression rings? Mine look like they have collapsed, and aren't very elastic anymore.

Also, should I replace the valve guides while it's all apart?

I still need to know a good source for buying the parts (head gasket, rings, timing belt stuff, misc gaskets, etc???? Napa good stuff or is there something better out there? i'm willing to spend a little more money for performance/quality, any good aftermarket companies recommended?

Thanx.
