Whats the difference between a b16 oil pump and an ITR unit?
Where are you & what year's are you talking about? Are you asking about flow properties or any hardware issues?
Since ITR wasn't available in '95, all ITR are OBD-2. That means their oil pump can accomodate the CKF sensor. B16 would be OBD-1 (or 0) so it doesn't have mounting points for that sensor.
I think all OBD-2 oil pumps have the same pressure & flow as the earlier VTEC pumps. In other words, beginning in '96(?) even the non-VTEC pumps have the VTEC flow properties.

pumps in ? here are B16A2 oil pump and B18C5. But judging by what you said vtec pumps of any OBD2 will flow the same....
But are you sure about non-vtec pumps (LS B18B) flowing the same as a vtec pump? I thought the ls pumps help pressure 8lbs lower then vtec pumps.

You can't just say "LS/B18B" because that doesn't say what year it is.
IF my understanding is correct... (?)
OBD-1 B18B has the lower flow pump. All OBD-2 (B-series) share the same pump as each other (with mounting for CKF sensor), and it has the higher flow matching the OBD-1 VTEC pumps.
Not only that, but even during OBD-1, the only real difference was in the bypass valve of the pump. A stiffer spring or extra spacer to compress the spring, or something like that.
