Sounds like your VTEC isn't working... Is there anything else you can tell us? Check the wiring, check the oil, search for people who had the same problem (make sure you search the archives) and tell us more.

Check for your ecu. It should something like xxxx-P08-xxx (or P28). That would mean its obd-1 ecu. If its xxxx-PM6-xxx (or PG7 or PM7), then its obd-0. Just tell us what those 3 numbers/letters are and we will be able to tell if you are obd-1 or not.
If you are obd-1 then there are a few things that are stopping you from going into vtec. You need to be going over 20 mph (v.s.s. would be the culprit), you need sufficient oil pressure (check the pressure switch), and the engine needs to be up to operating temperature.
If you are obd-0 then you need something to activate vtec like an apexi vafc, msd rpm switch, etc.

He can check the distributor, td-42U would mean obd-1. Also, If you tell us that code stamped on the distributor arm, we will be able to tell if you are obd-1 or not.
