Default Idle problems with MAP code

Ok, this was an on and off problem until a few weeks ago. Here is the problem, my car starts up fine, does the intial warm up then drops down to attempt to idle. But it jumps between 900-1500. I ran the codes and got a map code, replaced map senor still bad, checked voltage and it was bad, ran wires through the harness and ecu all the way to the chip and it was low. Replace ECU, same problem. Check and replace vacuum lines, same problem. Started looking else where. Ran a search for idle problem and the TPS seems to cause this too. Any ideas if a Faulty TPS would send the wrong reading to the ECU and not put out the proper voltage to the reference line of the MAP sensor? I am going to by so carb cleaner right now and check on a TPS but any help would be great.
