OBDIIb converted to OBD I p28 will Distributor from OBD II be ok?
will my distributor from my d16y8 be okay since i converted to obd I using a p28 or will I have to use a distributor off a OBD I?

If you are using the obd2 harness with a obd2 to obd1 conversion harness to a p28 then it shouldn't be any problem using what you already have.
