basically when i let off the gas, or break, or change gears...it will make this weird noise like the rock'em sock'em robots make when u hit their head up..like ehhhhhhh...like something is reseting, its the weirdest noise....no clue what it could be...any idea??!?!

and it starts off at a higher pitch and then dies after about a second

Motor Mounts is my guess...does the car shake...?

 

the car will shake at like 50-70 mph but im sure thats suspension/wheel problem..this noise will occur even when at say...5 mph...its gotta be something electrical or some sort of cable or something like that....soo hard to explain the noise...its not like a bushing noise or a knock or squeek...
