jdm itr swap cylynders #2 #3 not fireing ?

I have just completed 97 jdm itr swap in 94 si hatch. useing p28. and wired obd1 she would not start until i unpluged the map sensor. this was the only code that came up? it runs rough but it runs and only #1 #4 are firing. I dont understand why its running without it. also i am have trouble with vacume hoses itr are different then the 94 si. ANY IDEAS?
