Default Code 45...

I'm throwing code number 45 on my 99 obd2b civic hatch back w/y7/y8 mini me.... Which means I'm either running too rich or too lean. Well... The car drives fine... Only thing is on cold starts... the idle drops to 50-100rpm every so often, but stops when the car is warm... The car also bogs at 60% throttle and above... All the time. Symptoms of running lean or rich? Or does it matter? I am going to replace my o2 sensor but how can I tell which one needs replacing? Would it be fine to wait until I do a tune up and see if the problem still remains?
