Default electrical problems.when I turn lights on,press brake pedal,put on reverse,etc.

I have an electrical problem with my 91 civic si when I press my brake pedal or try to turn my lights on my lights in the dash turn on but out side nothing is happening and my car wont start or try too when I turn my ignition switch. I already changed my fuse box under my steering wheel nothing happend.I also changed my fuse box under the hood and it did start but when I made any electrical current my gauges went crazy so I turned it off and tryied it again the same problem ocurred .some body told me it could be the stereo system so I removed it and some extra gauges I installed.but the same thing occured

I just checked something out.The ecu I am Using just says ZC on the side(I am using a D16A6 with cam gear,underdrive pulley,removed all acessories that take power away,V2 AEM cold intake,voltage stabalizer,fuel rail,V-tech System,And 100 shot zex nitrous)and when I turn the ignition switch half way it just stays red.But when I try to turn it on (turn the ignition switch all the way)it starts to blink.please let me get some more info I need to get my car running by fri night so I can start opening a can of whopass.

happened to me last year, waterlogged wiring harness under the dash. does your windshield leak?
