Accord revving problem

A friend of mine has a 94ish sohc accord and has this problem and I wasn't sure what it could be off hand. At around 5-6k it will act as if it has a rev limiter. He said he switched ecus with another stock one and it still had this problem....he also has a msd blaster cap and external coil if that helps....
check fuel filter, check intake and make sure it is not restricted, clean egr passage (requires fuel rail removial) check to see what fis fuel pressure is cause if it is low, you may need to replace the pump

He has a B&M and has it set to like 40 and the gauge showed it there when the car was on. It isnt a bog he said it is like it hits the rev limiter

Hmm didn't think to ask that, what would cause the tach to read wrong...I am sure he would have mentioned if the tach needle didnt move correctly...
