Default Diagnostic Jumper were it is?

Hello guys;
My name is Udi and i'm from Israel, i have check engine light on and i would like to find the problem (which sensor is bad) Is somebody knows were i need to jumper to see the blinking of the check engine? and the list of the code by blinking?
Is it like civic 95?

it is under the glove box and it should be blue....its just a little plug....

obd2 accord... does not have an scs plug it is part of the 16 pin dlc connector


edit! i looked it up 98 was the first year it was part of the dlc so it is under the rh side of the dash
