im a newbie when it comes to suspension
but,
what would happen if i would get coilovers on stock civic suspension??
would my shocks go to hell??
would the ride be smoother or stiffer??

there are no such thing as putting coilover on stock shocks..
it's either coilover sleeve or coilover suspesion..
in this case you are refering to coilover sleeves i guess, and those are crappiest springs ever. With that money plus some more cash I would rather get H&R race or kgmm
but of course those springs would blow your shocks quick for sure especially the H&R race... if you are planning on "just" lowering your car.. and look good.. then i suggest using H&R sports springs.. they will probably give you the same ride comfort as the OEM ones.. but lowered like 1.75 inch or so..

someone really needs to come up with terminology to distinguish b/w full coilovers and coilover sleeves.
there is a quality coilover sleeve on the market. maybe 1.5 quality sleeves (GC, and maybe Skunk2, though the jury's still out). so no, not all coilover sleeves are "the crappiest springs ever"
back to the original question: just save up extra money for shocks. lowering the car without getting aftermarket shocks is a waste of time, money, and equipment.
in any case, your stock shocks will blow pretty quickly and the car will ride like ****.

WEll add to the fact that most honda's come form the factory with a non-adjustable coilover and it can get more confusing,
