Okay one of two things could be happening. #1, the Idle Air Controller (IAC) is bad, which is located on the intake manifold, and it has a black selenoid on it. Check the connector. #2, you're not getting coolant to the IAC, cuz you'll notice there are two hoses that go into the IAC which consist of coolant which operates the IAC. Start from there. Let me know how things go.

Yeah well a million things is right. You could say a bad head gasket is leading to overheating, and leading to coolant loss, leading to the IAC acting up, leading to idling problems. I just listed the two most common remedies.

I have the exact same problem with my 99'si. I took the IAC sensor off and I've noticed that it was very dirty. What is the best way to clean it (if possible)?

use some wd-40 or some carb cleaner. sometimes if that screen is really dirty, then it can cause some idle issues.
