Default cant time b17 motor........please help

here is the deal.
my roommate has a 93 si hatch with a b17 swap. stock internals with basic bolt-ons and a skunk 2 ecu.

with the dist full advanced i can only get a total of 10 degrees.
we made sure the timing belt is on correctly and the motor will sit at tdc.
i swaped his ecu with my b16 del slow ecu....(p-30 i think) and the car will hardly run with a stock ecu.
we even tried using my b16 dist.

none of those things will work.

what do you guys think the bproblem is?

he just had the beld done by a shop here in vegas, and after that is when i noticed the problem.
he took it back and thay took it apart and said it was fine and couldnt give him an explanation.

i am going to pull it apart my self and check it out.
thats really the only thing that i can think of.

we also discovered a vacume leak. im going to pull the im, look that over and put it back with all new gaskets.
i think hit iac is also bad.

damn ghetto swaps......i told him not to buy the car.

thanks for the reply bro, chris

take the timing belt back off. make sure you align the cam gears so the lines line up, now move the crank pulley to the white mark, turn it about 1/4 to 1/2 an inch past the white mark so it falls in between the white and red mark. very close to the white mark TDC. then silde the timing belt on. I have had to do that a couple times but only when using adj. cams gears. let it get warm and check timing again. It should be fine, its always worked for me. good luck
