Its a reminder light to let you know you should go in and get your car serviced. Its programmed into the ECU (I believe) at regular mile intervals to let you know you need to get your car serviced. After a while, if you ignore the blinking light, it will just stay on as a constant reminder.
There is small button under your steering wheel dash that can be pressed and held that turns the blinking light off.

how often does it do this , it already came on at 23k or 25k i cant remember and i reset it. just dont know if its supposed to do this everytime i need an oil change or what.

The light comes on at 7500 mile intervals between resets. It's just a dummy light and doesn't mean that there is anything wrong.
