ITR Swap NIGHTMARE!

fellas, please help. i've been trying to help my buddy fix his cel and idle problem that popped up ever since swapping an itr heart into his gsr a month ago. its a 98 usdm R motor, all stock with stock itr ecu wired with the stock gsr harness. i've tried getting help in the hybrid forum for a month, but i'm hoping to possibly get more insight here...hope the mods dont mind. this is a copy description i posted in the hybrid forums:
"the engine starts up and idles at 3000 for a few, then 2 and rarely going under 1500 rpms in about a minute then holds. after driving for about 5 minutes, the idle will start this continuous choking or reving up and down sound(like a washing machine), but the rpm gauge will be steady at about 2000 rpms. we were getting code 14, and we waited a week for a brand new $200 iacv valve to come in. intalled it. same problem.
i read and spent over an hour on HT's archives reading about iacv valves, vac leakes, coolant bleeding, oil, distributor, spark plugs wires crossed, map and cond plugs crossed, but i'm hoping what i described will be easier to figure out for hybrid gurus. i love learning about this stuff and i'd like to find the prob and not pay a shop to find it for us.
we removed the intake and covered the hole in the throttle body during the idle spell and the reving went away...came back as soon as we unblocked the hole. we did notice that the wire harness was stretched in certain locations like the iacv valve sensor(wire has since been extended by a good friend). any help, or constructive flaming appreciated"
its almost a month now. since then, we were able to get the idle steady at 1000, but the fluctuating would start as soon as the cel comes on, flashing #14 usually following some driving time. we have changed to another 98 itr stock ecu, rechecked the wiring, bled the coolant, bought a brand-new $200 iacv valve, checked for vac leaks, adjusted the screw in the tb, changed to new spark plugs, bought a new itr throttle cable/bracket, checked if the iacv is working and getting current via helms, been to two reputable shops, asked all my friends and even said a couple prayers
.....but no luck thus far
i plan to pick up a new gasket for the throttle body this week...i'm wondering if we should change the IM gasket too. this thing is stressing me out and i hope fellow itr owners can help. please help. thanks guys.

Did you remove the IM before putting on the swap? Cause it might be that you need a new IM gasket. I had the same thing happen to me before on a swap and like you, checked everything and still coudln't find the problem. I later discovered that the IM Gasket was bad and needed to be changed and that solved it. Also, when you put the new gasket on, make sure the surface on the head is nice and clean and has no residue or left over material from the previous gasket. Good luck and hope that helps.

What year is the car? It sounds like you have a wiring problem to the IACV. I would wire a little harness from the IACV directly to the ECU. Are you using a step-down harness? If so check the pins and make sure none have backed out. If you are throwing the code, chances are the ECU is not "seeing" the IACV.

hmmmm...maybe we should invest in the IM gasket too. we never removed the intake mani which makes it a little weird that it would go bad, but i guess its worth a try.
as far as the wiring to the iacv, we followed the troubleshooting test exactly as described in the helms, where we jumped 2 points on the ecu. the test proved that the valve itself was okay, and logically the wire would be too. thanks for the help though guys, and anymore ideas will be seriously considered

We had this same problem with a friend's car (88 crx si with jdm itr swap).
It turned out that the tps sensor was loose. Tightened it, but there were still issues.
Next up we found that the throttle body gasket had a leak in it. Replaced it, and it worked flawlessly. (After we calibrated the tps of course.)

This may be far fetched but check the throttle cable adjestment. A SLIGHT pull on the cable will send the idle surging. This happened to me when I swapped intake manifolds.
