Does the throttle plates stick open or is it just really stiff?

do you mean throttle sticking at the foot pedal, or throttle sticking directly at the itb's, when opened by hand, under the hood?

i have seen throttle shafts get, like, twisted or bent slightly, and it caused a serious drag on the linkage... you got the itb's used, not new? were they binding up before they went on the car?

it sounds like you might need to start disconnecting linkage parts until you find out exactly what is binding, try to isolate something... i'd start out where it hooks up to the accelerator cable.

Before you start taking things apart, spray a bunch of microlubricant like WD-40 all over the throttle brackets and lines.

It's possible that one of the throttle bodies has a warped shaft. As mentioned above, try to isolate the problem as best as you can. WD-40 will help, but it's a better idea to just go ahead and find the problem so that you can start working on a solution.

Stronger return spring or a set of Jenveys.
