engine swap not starting

well this is what happened. the origional owners decided to bypass the battery fuse with a hugh wire. (i'll have pics of that soon) to be on the safe side, i removed the wire and replaced it with the 60 amp fuse thats needed.
heres the problem. sometimes after my crx sits out in the cold, when i try to get it started, the car wont click/turn/start. i took my starter to the guys at auto zone and said that theres not enough amps going to the starter but they said it was alright for now.
what i do to get it started on cold days is using my jump charger. thats the only way it gets going. i already checked the grounds and there all clean from curosion. if anyone could help that'll be helpfull

Do a check, forgot whats called, where they hook this machine up and they test the volts the starter is at while it cranks. It shoulnt be more than 12V. Mine was like 14-15V. It was dragging and i had to replace it.
To install one shouldn't take you more than one hour and you need a 12mm wrench and a socket.
