Default What's the electrical load detector?

The other day I was trying to see if the blower in my car was defective and I unplugged the two plugs in the blower and tried to see if I plugged those into the new blower I had but it didn't work. I had the dash off and my vtec controller off and started the car to see if the blower would work but it didn't after a minute I started throwing codes (1: o2, I've always had that, 3: map, that happens when I start the car without the vtec controller, and 20: electrical load detector). I have don't even have a clue on what it is. Could it be a ground? Could it be a exposed wire somewhere that is causing this? Could something electrical be bad and causing my blower not to work? Any help would be appreciated. Thanks.

I got the same code. I guess its something to do with voltage in that fusebox on the passenger side fender. Not really sure on how to get rid of it though.
