Yes the Y8 head will bolt directly to the D15B1 block. One of my current cars that I have is a 91 Civic Si with D15B2 block and Y8 head that I built. It's a decently mild setup, quite surprising for a D series motor. Since your car is DPFI, you would "want" to convert to MPFI using 88-91 Civic/CRX Si parts. This is the easy route to take and then use an RPM switch or VTEC controller (better option) to actuate the VTEC solenoid. You can also have a custom programmed PR3/PW0 ECU which would be best when staying OBD0. Another option would be to convert to OBD1 and use a P28 ECU but make sure you know what you are getting into before tackling that.
