sleeves a little low.
On my rs block one of the sleeves is a little low. Like not super low but i can feel the slight difference in height with my finger nail. There is also a slight gap between the sleeve but not that major do you guys think that the head gasket will still seal. thanks
I would send the block back to who did it and have it checked out. If you can catch your fingernail on it, you are probably 2-3 thou too low.
As far as I know, the sleeves shall be 0.003 - 0.005 inch higher than the rest of the deck. Flat is the maximum that should be accepted to make sure that everything seals right. Hope it helps you.

You could have a local shop deck the block flat and give it a shot.A sleeve that is 1 or 2 thousands below the rest is most likely going to leak.

Good advice, just surface it flat. You don't need the step for sealing if everything is flat. Jut be aware that if they drop once, they can drop again.
Let´s turn the question around. What is the max high for the step when the sleeves are higher than the rest of the block? What do you believe for maximum step high to make it not leaking?
