** B18C5 ITR into 98 GSR-IDLING PROBLEMS PLS HELP!! **

fellas, please help with any and all experiences with possible solutions. car is at a standstill. my friends and i recently installed a usdm ITR motor into a buddy's 98 GSR. motor was running perfect before install. stock us itr ECU used, motor all stock and stock engine wire harness from GSR used. brand new correct ITR throttle cable and bracket purchased.
the engine starts up and idles at 3000 for a few, then 2 and rarely going under 1500 rpms in about a minute then holds. after driving for about 5 minutes, the idle will start this continuous choking or reving up and down sound(like a washing machine), but the rpm gauge will be steady at about 2000 rpms. we were getting code 14, and we waited a week for a brand new $200 iacv valve to come in. intalled yesterday. same problem.
i read and spent over an hour on HT's archives reading about iacv valves, vac leakes, coolant bleeding, oil, distributor, spark plugs wires crossed, map and cond plugs crossed, but i'm hoping what i described will be eaier to figure out for hybrid gurus. i love learning about this stuff and i'd like to find the prob and not pay a shop to find it for us.
we removed the intake and covered the hole in the throttle body and the reving went away...came back as soon as we unblocked the hole. we did notice that the wire harness was stretched in certain localtions like the iacv valve sensor. are ALL the plugs used from GSR harness with the itr motor? reason why is there was 2 plugs unplugged and we couldnt figure out where they go....round shape. i do have a helms on me.
any help, or constructive flaming appreciated

There are a couple major contributors to idle problems.
The 2000rpm hold is strange, especially since you said it was surging.
Try making sure that wiring is correct first.
Try the GSR ECU.
Try the idle adjust screw on the TB.
Try a new TB Gasket. Like 2 bucks.
There will be one pug left over for sure. IAB.

check for a little nipple on the back on the intake manifold to the right. Same thing happened to my friend and he covered that nipple and the problem went away.

went at it again yesterday. no luck
getting the same fitv code, #14. this time, we let it run until the erratic idling came on, unplugged the fitv, and the idle went smooth immediately. according to helms, this means the fitv is working. maybe its the plug sensor that is not working, but we dont have a meter to test that.
we made sure the map sensor plug and another plug were not crossed, bled the coolant, checked oil, sprayed carb cleaner for leaks, rechecked the spark plugs and firing order, did the idle adjustment per the helms...what else. i guess we can start buying new gaskets for here and there around the IM like b20 suggested.
all i know is that the parts like the dizzy, plug wires, engine harness, vtec solenoid, header and the old fitc valve were all from the gsr in good working order, no probs. same can be said with the itr motor. it ran smooth and we got the stock ecu, alternator and ac compressor along with it...not to mention the brand new itr throttle cable and fitv valve.
there has to be an answer.

If you are getting the IACV code 14 I think you could've just swapped plugs by accident. Try putting the other 2 missing plugs to it.
Do a coolant bypass on the TB to make sure that the coolant valve on the bottom of the TB isn't malfunctioning.

When bleeding the coolant are you making sure you keep the car on until normal operating tempature? When the fan kicks on is when the car is at normal operating tempature.

another ecu is on the way, but if that doesnt cure it, i dont what to do except take the entire IM apart and start changing stuff...more money

going to pick up a tb gasket this week. car is still suffering the same code 14 fluctuating idle symptom
its almost a month now. since i first posted, we have changed to another 98 itr stock ecu, rechecked the wiring, bled the coolant, bought a brand-new $200 iacv valve, checked for vac leaks, adjusted the screw in the tb, changed to new plugs, been to two reputable shops, asked all my friends and even said a couple prayers

IACV plug is BLK/BLU, YEL/BLK wires
Check the TPS voltage, it should be less than .5v at closed throttle and ~4.5v WOT.
The yel/blk should have power when the key is on and Blk/blu should get ground from the ECU in waves.
