Default been a while

Well its been since last summer that I did any work to my car so heres my current setup:
98 Civic EX D16y8

cai, gsr throttle body, skunk 2 intake mani, compcam valve springs, zex stage 2 street/strip cam, aem cam gear, dc sports 4-2-1 header, stock exhaust

I had a ghetto exhaust with hi flow cat and ebay muffler but the po-po's made me take it off cuz it was loud.
I'm wanting to get an obd1 ecu from hyperducktuning.com. They offer a p28 ecu chipped with 3 interchangeable programs. I just wanted to know if anyone had any experience with them? Yes, I know they still require tuning, and yes I know uberdata or hondata would be better but circumstances make this the ideal option.

Also, can anyone recommend a quiet affordable exhaust setup that would be better than stock? Thanks guys.
