Code 21 !? obd1 jdm vtec in my EF VTEC spool valve (I Tried in the EF forum...)

I figured this would pertain a little bit more to you eg/ek guys so ill try here.
I have just recently conquered my last ecu code last night (01 O2 sensor), And today on my drive home from work i have received another CEL. This time i check it out and see that it is a Code 21. I searched for a bit, but yeilded no results. Is this a frequent code that people get? what is the fix? i dont even know where to begin.... Please help. Thanks
Also i noticed on my way home the car wasnt going into vtec (i think).... Let me know

21 = vtec solenoid, it could be few issues:
1) check wiring make sure its in the right location and you're not confusing this with vtec oil pressure solenoid
2) make sure you have oil and the sensor gets oil
3) make sure sensor is in working condition

To Run through this List:
21 = vtec solenoid, it could be few issues:
