Default cant get mah new motor started

so i jus did a rebuild on my b16 and right when finishing we tried to start it, at first it wouldnt crank then we traced all tha wires for tha starter and tha ground was all nasty, so we fixed it and got it cranking. after that we jus never got spark to tha plugs, pulled tha dizzy apart and all parts had power and it was a very clean dizzy, then i checked to see what codes it was tossing at it gave me a #15 ignition out put signal. we checked all tha wires for tha dizzy and everything was good and thats as far as i am now so i dont know whats goin on with it. does anyone what this problem comes from???

make sure the crank thingy is timed correctly cuz that is the reason why my car wouldn't start.

Take all your wiring out and do it all over again...make sure distributor is set right.
