I don't have a SOHC but i suggest doing a engine swap instead of using the money on a turbo. Same quickness maybe more and more reliability.... !!! ( cheaper too )
I spent 2200 on a new greddy kit/intercooler/bov. Another 800 could get me rods and pistons, letting me boost around 12-14 psi, granted if I have the fuel.
I know you might be trying to narrow your choices, but keep your options open. Swap or turbo, either has its own advantages and disadvantages. There are a handful of people (that I know of) running sub 14 quarters on 10 psi. Likewise I'm sure there are just as many hybrids running around the same time.
D16 replacement parts are cheap too.
