Installing Rocker Arms.

I'm trying to install rocker arms on a head. In the Haynes repair manual it states that the bolts need to be 16 ft lbs. but once i get all them down to 16 ft lbs the cam wont even move, im not sure if its not suppose to move but im just making sure, its a d15b2 1.5L engine. Another thing in the book it says the camshaft sprocket has a hole which should be facing 12 o'clock, however the camshaft i have has a up im guessing that should be faceing up right? i dont want to mess nothing up hope someone can help me out it would be much appreciate thanks in advance
The cam should turn over.
You should be able to turn it just a few degrees with light force before you really need to turn hard to overcome the force of the valve springs.
If I remember correctly, the sprocket was used on the D16A6 and your D15.
As I remember, the sprocket gets lined up differently for the different cams. Make sure you line up the sprocket as it instructs for the D15.

Alright , in the book it says the cam has a tiny hole which should be lined at 12 o'clock but there anit no tiny hole but it says "UP" im guessing that could be also the top? do anyone have the right torque specifications for the rocker arm?
