Default 91 Civic LX Strange Cold Idle

My friend has a bone stock 91 Civic LX. The car starts and idles OK.

However, if press on the gas when the engine is cold the car runs rough and the RPMs jump around the tach also bounces around not in relation to the actual engine speed.

The car has had a recent tune up(plugs, wires, cap, rotor, O2, air filter) but still that didn't make any difference.

So he has to warm up the car for 15-20 every morning just to get it to run smoothly.

It sounds stupid, but is the coolant low at all? if it is the coolant is not hitting the temp sensor and the ecm does not know how warm the motor is, the computer see the temp is crazy like -30 deg. also might want to check the coolant temp sensor for the ecm to see if it is working properly.

(p.s. if the ignitor was bad it would not run or it would stall when warm.)

oh, for the irratic idle the ignitor could possibly be an issue, what color is the ignitor itself?
also is there red dust in the dist cap?

Yeah I figured the igniter was bad it wouldn't run at all but who knows. Didn't check the coolant but will tell him to. There was no red dust under the cap it seemed clean. I figure the plan of attack would be to swap in another dizzy and see if anything happens. I think I have one lying around.
