fuel pump wont prime intermittently

anyways i suspect its the main relay (under the dash)
I will turn the ignition to the on position, check light goes on, but no whirring noise.
turn the ignition on and off a few times then sometimes the pump primes. start the car then it may die (no fuel) and sometimes it wont.
am i right? just wanted some feedback before i blow $300

This is what the service manual has to say this is for a 96+:
Remove the fuel fill cap and ensure that the fuel pump is / is not running. You should hear a whurr for 2 seconds after the ignition is turned to the on position.
If the fuel pump does not make noise, check it as follows:
Remove the seat cushion.
Remove the access panel from the floor.
make sure the ignitino switch is off, then disconnect the fuel tank 2P connector.
Connect the PGM-FI main relay 7P connect terminal No. 4 and No. 5 with a jumper wire.
Check that battery voltage is available between the fuel pump connector terminal No 1 and body ground with the ignition switch is turned on.
If battery voltage is available, check the fuel pump ground. If the ground is OK, replace the fuel pump. If there is no voltage, check the wire harness.
