idle way high with cold starts..help me out!

idle way high with cold starts..help me out!
when i start the car in the cold mornings (canadian winters) it idles way high at around 3k then when it warms up alil bit it goes down to around 1200....any tips on how i can fix the 3k idle?...i dont like it that high and cold...its a d16z6 in a 91 dx
