Maintinance intervals?
I have a 1999 civic ex 4dr. I bought it with 86K miles oni t. I wasnt sure at all what all has been done with it so i decided to change out the radiator fluid, brake plus, power steering fluid and the oil so i know everything is brand new with honda OEM fluids(except the oil, i used moble one full synthetic, im trying to figure out how to change out the clutch fluid right now tho). What i am wondering is what are the intervals taht i should change those fluids again? I have all honda oem fluid from the dealer in the car. any info would be helpful.

LOL, ****? yes.
Sparkplug replacement in the owners manual is like over 30,000 miles. Not to mention that plug wire sets are like $70, I would let them go to about 100k.

Manual states very high mile intervals. Is it safe? Maybe. Is it good to change it sooner? Yes.
It all depends on the your driving and driving conditions. For the most part, most of us don't baby their cars. So, cut down the mileage intervals.

The manual states high and low (severe and regular conditions) mileage intervals. Is it safe? certainly...is it adequate? totally...it's a well known fact that owners manual maintenance intervals ARE conservative. Is it good to change it sooner? only if you consider doing things overkill is good and like throwing money away.
No we don't baby our cars but following the severe maintenance schedule is more than adequate for the cars needs.

I flog my car without mercy, and still only change oil at 5K. Could be running smoother, but no problems to speak of. If you drive like a normal person your oil will probably still be brown if you change it at 3K. A waste of natural resources. Especially if you use synthetics, change the first batch early but the rest you can go longer on.
Platinum spark plugs, which many manufacturers use, have a change interval of 100K miles.
A fuel filter change would be a good idea with that many miles on it. I changed mine around the same mileage you have, it definitely needed it.
