Does anyone know the pressure of the Radiator cap for the H22a engine?

I have an H22 swap in my accord and both the top and bottom hoses get really hard after driveing for about 5 minutes?


I have changed the Thermostat and the Cap to a 16lbs, but this still happens. I bleed the system and still the same issue. Once I release the pressure from the top of the cap with the lever it came with, the hose becomes normal. What else could be my issue?

 

I brought this cap that has a red lever to release pressure manually. When I open it it does release the pressure. Could the radiator be bad?
