Default Retrofitting a midpipe with a bad flange

Last year, I was rear-ended, and the guy ran off. I chased him down, but he had no license plate, and my tank was nearly empty.

So I bought this 304 stainless midpipe off ebay. It came with the wrong kind of connector, so I was stuck with putting my stock muffler back on, which sucks. It's a 2.5" pipe and is a direct replacement for the stock pipe.

Now, if I have my friend machine me a flange with his CNC machine, am I going to need to buy a short length of extra tubing? The muffler section that I want to put back on is a Greddy SP for my 99EX. Are pipe dimensions (i.e. 2.5") ID or OD measurements?

it's smaller than 2.5". just measure it. they advertise 60mm so thats probably OD

What should I use to measure? This sounds like a stupid question, but I've dealt with a lot of inaccuracy measuring circular objects with tape before.

Vernier caliper is perfect or if you wrap string around it and measure it against a ruler you can mathematically figure out the OD.
