Default Cant get Ignition timing to 15 degrees!

I have a JDM H22 with an external coil USDM distributor. I wanted to check my timing to set a mark for nitrous and one for all-motor. The timing was off so I set it at 15 and took a drive. When I re-checked it was at 11. I fiddled with it some more and its at 12-13 and I cant turn the dist any more. I know the ECU controls the timing but I should be able to set initial timing. I jumped the service connector too. could the timing belt be off a tooth? Any suggestions?

you should really get a digital 6 or sci + if you are running nitrous on a prelude with a external coil dizzy.

yeah, I had the timing belt replaced like 6 months ago. Could it be off a tooth?
