Up and down idle...

Up and down idle...
Hi,
I had an idle problem ....up and down, up and down with the check engine on. So I changed the Idle Air Control (IAC) valve and also the EGR valve. Took the fuse off for a couple of minutes. And wow, the idle came back to normal and check engine light went off. That was during summer.
As soon as it got colder (lets say 5 celcius), the same problem came back...and getting worst. The idle now plays between 1000 and 2300 rpm after 2 mintes the engine in on.
Any advice?
air bubble in the cooling system (I don't remember if there was any coolant when I took the small hoses off from the 2 parts).
Change the Fast Idle Valve?
