Houston Area Help!! ECU problems. '92 Prelude, OBD 1, P28.

I've a fully built H23 (Golden Eagle block, Crower rods, fully built head, etc) Car has been sitting for 2 years and will not start. Have checked fuel and ignition systems and everything seems alright except the injectors are injecting too much fuel such that car won't even start. I've replaced injectors and fuel pump, O2S, cap, rotor, plugs, wires...nothing works
Beginning to think it is the ECU. Car has been run on 100% stock factory ECU before and runs fine, so I'm looking for someone in the area with which to swap ECUs just to eliminate variables. '92 Prelude, OBD 1, P28.

Dumb question, you drain and put fresh fuel in the fuel tank?

yeah, the gas I would bet....I let my 95 vtec sit for about a month without starting it, and it has gas thats about 10 months old...it ran like shitty *** and the exhaust smelled like varnish real bad. Fresh gas, then go from there

We have drained the gas tank. Still have problems....My shop is located off Antoin and Post Oak off i-10 or 290. We do know that the system is running at 90% d/s.
