Default just wired vtec. still not engaging??

using a d16z6 with corresponding wiring harness.

VTEC spool solenoid:
ran wire from the GRN/YLW wire on the shock tower connector to pin A4

Oil pressure sensor:
ran wire from BLU/BLK wire to pin D6

__

i'm still getting a code 19? am i missing something? do i have to ground the spool solenoid? i'm starting to lose my brain over this
