Default fuel pump not getting power...any ideas....?

Lets get a little history of whats going on with my car right now......
I just finished with a rebuild and just completed putting the motor back in the car...
Everything seems to be ok as far as all connections and wiring in the engine bay. I have used the Helms manual throughout the process so I'm sure everything is correct.

When I turn the key to the "On" position I should hear the sound of the fuel pump humming (in a perfect world) which I dont. I took the multimeter out and tried testing the fuel pump for voltage, which read 0.0. Next I tested the fuel tank high/low gauge for voltage and I got a full 12 volts. It sounds like the pump is bad to me however I do not want to say that until I can get power back to the pump. From here I tested just about everything my Helms guide said to: wires, fuses, etc.
When you first turn the key to the On position I think you should hear a/the fuel pump relay(?) click on then click off a couple seconds later, but mine clicks on and off rapidly and sometimes makes a strange buzzing sound randomly. I am out of ideas when I got here.

Does anyone have any ideas or know of something I may have done wrong?

Thanks in advance.

Can't think of anything specific just triple check everything including grounds, fuses, connections, wires, etc...

if you don't here the fuel pump priming, and you already replaced the pgmfi main relay, look in the helms , find the pin out for your wire connector at the fuel pump, its under the back seat,

take a a 12v lead from your bat, and a grnd, or just use a batery charger if you have one, and apply 12v directly to the terminals of the fuel pump, if the pump runs or not will tell a world of a story,

try that and post back

wat i would do, is look for ground, and look for voltage at the pump...if you get both the pump is bad....i wouldnt even bother trying to get power sources theres....just take a test light and check for power and ground while one of your homies cranks the car.
