Default DIY polished lip??

sorry if this is in the wrong forum. but since im doin it to a del sol.. i figured .. why the hell not?! anyway. i need to know how to polish the lip on my steelies... i have em painted flat black with a primer right now. and i want em to be gloss black with a polished lip. so what do i need? sand paper? some kind of polish? and what kind of paint? can i use just a gloss black primer for a buck?. and if i have to wet sand. exactly how do i do that??? ive heard the term but never done it. so dont be TOO harsh. i know its HT and thats almost imposible. but just help me out. the search didnt do me any good either.

its easy. sand the clearcoat and finish off, sand with a fine grit, then polish. i used 220 grit to sand the clearcoat off of my gsr fat fives, then 320 or something like that to even it up, then 400 grit to finish. then i polished them with a dremel. they look great. real great. i can see my reflection almost like a mirror in them.
