Default d16z6 or rebuild d15b7 for turbo?

what would be a better plan and cost less in the long run?

buying a d16z6+tranny

or taking out my d15b7 and rebuilding the block for turbo? and then buying a vtec head and si tranny?

my plans are for turbo

EDIT: I MEANT D15B7
