Default I need helllllp.....Fuse keeps blowing

In my 97 civic i have a problem with a fuse blowing...the speedometer goes haywire jumping all over the place and the dashlights dim...this happened to me last winter but went away as the spring came so i'm guessing it has to do with the temperature dropping below freezing..I've replaced the fuse that needed to be replaced and even had a new alternator put in...but it wasn't the problem and i spent alot of $$ on labor. If anyone can help it would be extremely appreciated..also my mechanic wnet through every wire trying to get the fuse to blow..but it won't..i'm guessing its because its in his garage and not out in the below freezing temperature..
